Walker Meridian brings executive leadership in governance, institutional transformation, trade and border management into an independent advisory practice.
Founder and Principal Advisor
Dr. Velma Ricketts Walker is a customs, trade and border governance leader whose career spans national institutional reform, international standard-setting and executive board service. As former Chief Executive Officer and Commissioner of the Jamaica Customs Agency, she carried accountability for revenue performance, trade facilitation, border security and organisational reform.
Her international service includes roles as an IMF Revenue Administration Adviser and Chair of the World Customs Organization’s Capacity Building Committee. She currently serves as a Board Director of the Port Authority of Jamaica and an Advisory Board Member at BorderHQ.

Walker Meridian Press is the publishing imprint of Walker Meridian Advisory Limited, established to share perspectives and experiences that inform leadership, strengthen institutions and inspire purposeful service.
Through books, reflections and selected publications, the imprint brings together lived experience, practical wisdom and thoughtful examination of leadership, governance, transformation and the human dimensions of service.
Its inaugural publication is For Such a Time as This: Leadership, Love & Service by Dr. Velma Ricketts Walker, CD, JP. The ebook is scheduled for release on 1 December 2026. A paperback edition is in preparation.
